Midwest Renewable Energy Association (MREA) is seeking qualified firms to submit proposals for the design, procurement, and installation of new, residential or commercial, direct-owned photovoltaic systems at a per-watt price lower than the typical, single solar electric installation.
The group buy is being led by Midwest Renewable Energy Association. The goal of the group buy is to increase solar education and installations in Madison County through a group purchase involving free information sessions and competitive bidding process.
The group buy is being done with full support of the Village of Glen Carbon and Madison County government with wide publicity and awareness in the area.

QUESTIONS
Q: We have a staff member that is a PV Technical Sales Professional. Does this title meet the qualifications for a NABCEP certified staff member?
A: We’re specifically looking for staff to include at least one NABCEP Certified PV Installation Professional. PV Technical Sales Professional certification is not the qualification we’re looking for.
Q: Please clarify where the NABCEP Installer Certification requirement can be satisfied.
A: If a prime contractor is NABCEP certified and their subs are not, that satisfies the RFP. If the prime contractor is NOT certified but the sub is, that satisfies the RFP.
Q: To what extent will MREA or Madison County officials engage with involved municipalities and utilities (investor or co-op/muni) to facilitate creating streamlined permitting and interconnection approval processing?
A: MREA will assist to the extent possible, but cannot guarantee any entity’s compliance with recommendations.
3. When and in what form must the bond be delivered by the winning vendor(s)?
A: A check made out to MREA no later than 30 days from installer selection announcement.
